Cook rice according to package directions. Fry the minced meat until crumbly (without using oil) and then set aside.
Fry the chopped vegetables, onions and garlic in hot oil. Then add some tomato paste and the can of tomatoes. Steam for about 5 minutes. If the whole thing is too dry, add a little water or broth. Add corn, rosemary, thyme, salt, pepper, chilli and simmer briefly. Add the minced meat and rice.
