Rub the steaks with salt, pepper and tarragon and place in a casserole dish coated with oil. Chop the onion and parsley into small pieces. Peel and press the garlic. Cut the bell pepper and bacon into small cubes. Mix everything well with the sour cream. Season with salt and pepper. Place on the steaks and cook at 220 degrees (top / bottom heat) on the lower rack for 60 minutes.
