In a large bowl, combine potatoes, minced meat, chopped tomatoes, bell peppers, onions, salt, and black pepper.
Heat the olive oil in a large skillet, pour the potato mixture into the preheated pan, cook, stirring occasionally, for about 10-15 minutes, until the minced meat is ready. Then make 4 indentations with a wooden spoon.
Pour one egg into each cavity, add salt and pepper, cover the pan and cook the potato stew for another 10 minutes, until cooked.
