Butter a high baking dish and cover the base with the Vacherin cheese. Layer the potatoes and, while layering, season with salt, pepper and nutmeg. Spread the raclette cheese on top and pour the cream and wine over everything.
Melt the remaining butter in a pan, fry the onions and peppers and spread over the wrong raclette. Then cook the whole thing in the oven at 200 degrees for 30 minutes.
