Heat vegetable oil (1 tablespoon) in a frying pan and fry the onion for 2-3 minutes, until transparent.
Add minced meat to the pan to the onion, salt, and pepper to taste.
Fry minced meat with onions over medium heat for 15-20 minutes. Using a fork, we break the minced meat lumps so that it has a homogeneous structure, as in the photo.

Heat the remaining vegetable oil in a frying pan, fry the carrots for 2-3 minutes.
Chop the white cabbage finely with a knife or chop it.
Add cabbage to carrots, add salt, pepper, and 100 ml of water.
Simmer cabbage with carrots until cooked (soft) covered for 20-25 minutes.
Put half of the cabbage in a baking dish.
Lubricate the top with sour cream.
We spread the minced meat in a second layer and also coat the layer with sour cream.
We spread the remaining cabbage in the third layer. We also coat the cabbage layer with sour cream.
Grate hard cheese on a medium grater.
Sprinkle cheese on the top of the cabbage casserole with minced meat and send the form into an oven preheated to 180 degrees for 20-25 minutes.
We take out the finished cabbage casserole with minced meat from the oven and let it cool for 10 minutes, then cut into portions and serve.
