Ingredients
Minced meat – 750 g
Onions – 2 heads
Potatoes – 500-700 g
Tomatoes – 3-4 pcs.
Milk – 1 glass
Eggs – 1 pc.
Vegetable oil – 60 g
Wheat flour – 2 tbsp
Hard cheese – 100 g
Ground black pepper – 0.25 teaspoon (to taste)
Ground red pepper – on the tip of a knife (to taste)
Salt – 1 tbsp (to taste)
Directions

Peel the onion, wash, chop with a knife.
Wash the tomatoes, cut into cubes.
Preheat a frying pan, pour in 30 g of oil. Add the onion, lightly fry on a piece of butter, stirring occasionally, over medium heat (about 2 minutes).
Then add the minced meat.
Then pepper, salt and finely chopped tomatoes.
Mix everything and simmer for 20 minutes, stirring occasionally, over low heat.
Peel the potatoes, wash, cut into slices (about 0.5 cm thick).
Turn on the oven. Fry the potatoes in the remaining oil, stirring occasionally, over medium heat (about 10-15 minutes), salt.
Lubricate the mold with oil. Put half of the minced meat in a greased form.

Then the remaining minced meat. Pour in half a glass of water.
Place the dish in the oven on the middle shelf, bake for 30 minutes at 200 ° C.
Dry the flour in a frying pan, cool slightly.
Beat the egg.
Grate the cheese on a coarse grater.
Stirring continuously, dilute the flour with milk, cook for 5 minutes.
Cool the mass, add a beaten egg, a little salt, a part of grated cheese, mix.
Pour potatoes with meat with the resulting mass.
Sprinkle everything with grated cheese.
Place the dish in the oven on the middle shelf and bake until golden brown (about 10 minutes).
