  1. In a saucepan, stir together the milk and the powdered sugar. Then put the mixture in a water bath.
  2. Add chocolate and butter to milk over low heat. When the butter begins to melt, turn off the heat immediately.
  3. Stir the ingredients. Then add the starch. Return mixture to fire. Cook the frosting until thick.
