Preheat the oven to 200 degrees (convection 180 degrees).
Peel the onion and cut into small cubes. Peppers, wash, clean and also cut into small cubes. Peel the carrot and grate finely.
Fry the minced meat and onion cubes with oil, add the paprika and grated carrots and fry briefly. Add the tomatoes and season with salt, pepper and cumin. Let the lid stew for about 5 minutes. Then let it cool down a bit. Brush the tortilla cakes with the minced meat and cut into 3-4 cm thick slices with a sharp knife. Place the snails upright in a greased baking dish, mix the grated cheese with the sour cream and spread over the top. Bake in the oven for about 20 minutes.
