Put the uncooked pasta in a baking dish.
Fry the minced meat in oil. Add some water to a saucepan and heat it up. Add the cheese dip, the stock cube and the cream and simmer gently. Stir some Gouda into the sauce until it has melted. Season with pepper in between. Cut 4-6 chilies into rings and add half of them to the sauce.
Put the minced meat in the sauce, stir and pour the sauce on the pasta. Make sure the pasta is well covered in sauce. Spread the remaining chilies on top. Now cover the casserole with cheese and sprinkle some pepper over it.
Bake at 180 ° for 20-30 minutes, until the cheese is nice and brown and the pasta is cooked.
